Rollout in-page search for settings pages [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

It removes the feature flag for the in-page search settings feature. This feature allows searching inside the sections of a settings page. It is available for admin, group, project, and user settings.
