Add spec for UsageMetricDefinitionGenerator file creation

What does this MR do?

In #300555 (closed) a consensus was reached that testing side effects of generators by using Thor API directly has the most value. We now have a reasonable spec suite for Gitlab::UsageMetricDefinitionGenerator, but it's still missing a general example for these side effects - this MR adds it and refactors the spec.
