Remove ci_commit_pipeline_mini_graph_vue flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes the HAML and jQuery implementation of the mini pipeline that was still used in the commit page. This was the last occurance of the mini pipeline in HAML, so quite a lot of code can be removed here 🎉

• Resolves #300403 (closed) and it's one of the last steps in the rollout of ci_commit_pipeline_mini_graph_vue at #323356 (closed).
