Standalone vulnerabilities on Dependency List page - backend

What does this MR do?

This feature is behind feature flag standalone_vuln_dependency_list, Roll-out issue #324031 (closed)

In this MR we exposing standalone vulnerability id and url in the Dependency List reponse so we can show links to Vulnerability Report on Dependency List page.
