Add headers to test report widget
What does this MR do?
Related to #322626 (closed)
Adds section headers to the test report MR widget. This simply uses the headers that were created by Secure for the the security widgets.
Also refactored the test_issue_body component and the related spec file to be more up to date with technical standards (e.g. using gitlab-ui, how mock components are created, etc.)
