Elasticsearch migration to add permission data to notes documents
What does this MR do?
Related to #300351 (closed)
Advanced Search Migration backfills project permissions for Note documents.
This MR was recently reverted in !55878 (merged). It was reverted due to encountering Notes on Commits in the index where the Commit object had been deleted.
We are fixing the problems with deleted commits in !56162 (merged) which must be merged before this MR.
This MR doesn't contain any changed code from what was already merged previously but we want to make sure the permissions are being set correctly before kicking off the migration again. We split this MR out of !55883 (closed) as we want to make it easier to revert them independently.
