Create a new action on the EE::Subscriptions controller for CI
What does this MR do?
This MR creates a new action on the EE::Subscriptions controller which when accessed will display options onto the frontend for the customer to buy a CI package for the root namespace for which the button was clicked.
The button to buy the CI plan would be hidden behind a feature flag and would only work for GL.com
