Get vulnerabilities from db [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Adds vulnerabilities from database to the Dependency List response. Before that, we got vulnerabilities by parsing report. Now we can get data from database and build links to Vulnerability Report
