Add daterange picker to filter Roadmap

What does this MR do?

Note: Feature introduced in this MR is behind feature flag :roadmap_daterange_filter, refer to roll-out issue #323917 (closed) for more information.

Adds a daterange picker dropdown to filter epics within Roadmap, replacing the horizontal infinite scrolling.
