Add `use-deprecated-sizes` to icons that use deprecated sizes

What does this MR do?

Adds use-deprecated-sizes attribute to all the occurences of GlIcon that use deprecated icon sizes - 10 && 18.

This is the integration MR for this gitlab/ui MR gitlab-ui!2065 (merged)

Contributes to gitlab-ui#1232 (closed)

It is blocking upgrade if gitlab/ui !55885 (merged) in GitLab
