Update rotation assignee timestamp

What does this MR do?

A tiny MVC for: #323115 (closed) where we ensure we use the 24-hour notation for the rotation assignee popovers and the shown timezone inside the rotation popovers matches the schedule timezone abbreviation via passing this provided value from the parent component.
