What does this MR do?

This allows the HTTP connection adapter to have proxy settings with SSRF protection.

This is part of #216912 (closed) but before passing the Jira proxy settings, here we are just updating the HTTPConnectionAdapter to allow proxy settings with SSRF protection. Related to this conversation #216912 (comment 494130300).
