Add last updated time to devops score page

What does this MR do?

This MR adds a note to the devops score page and exposes the last metric record timestamp.

Related issue: #296125 (closed)

How to test it:

1. Log in as admin
2. Go to Analytics > DevOps Report
3. A note should show up with a timestamp (similar to devops adoption tab)

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
