Create single component for Pipeline Mini Graph

What does this MR do?

Makes the pipeline mini graph more reusable by placing it in a single component.

Why?: I would like to add this component to the commit page as per #300403 (closed) and copy pasting the entire <div v-for ... > that contains the stage is not great. See for the next step: !55363 (merged)
