Group applications [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This is the follow-up for MR !27751 (closed). Thanks for the preliminary work by @waldi.

In its profile under 'Applications', a user is already able to add and manage applications that can use GitLab as an OAuth provider (see docs). In this MR, the same functionality is provided for groups.
