De-emphasize "Comment and close" button

What does this MR do?
Deemphasizes the "Comment and close" button in MR, issues and epics. Does not yet move the "Comment" button from the deprecated green "Success" variant to blue "Confirm", as that's currently blocked by gitlab-ui!2033 (merged).
