Move Workhorse development to main GitLab repository

What does this MR do?

Part of &4826 (closed).

Prior to &4826 (closed), Workhorse development happened in gitlab-org/gitlab-workhorse, and that repository was the canonical source for Workhorse releases. After this MR is merged, Workhorse development will happen in this repository, gitlab-org/gitlab. Workhorse is now a sub-directory instead of a standalone project. We will still use the old repository for backports the coming three releases.
