Remove VSA deployment query feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR cleans up the query_deploymenys_via_finished_at_in_vsa feature flag. The flag was enabled by default in 13.9.
