Disable Graphql/AuthorizeTypes cop for Input Types

What does this MR do?

We almost always disable the Graphql/AuthorizeTypes cop for GraphQL InputTypes.

Rather than doing that, this disables the cop for those files. As part of this we also remove the existing disable comments.
