Fix SetDefaultIterationCadences migration

What does this MR do?

It fixes SetDefaultIterationCadences migration which failed with Invalid single-table inheritance type: Group is not a subclass of Gitlab::BackgroundMigration::SetDefaultIterationCadences::Group

The migration was initially implemented in !50707 (merged)
