Upgrade gitlab-sidekiq-fetcher to 0.5.3 for bug fix
What does this MR do?
Updates gitlab-sidekiq-fetcher to 0.5.3 to get a bug fix (incorrect use of continue to skip a loop iteration, when the actual Ruby keyword is next). Thankfully it would be impossible to hit this bug under any normal circumstances without something messing with redis directly, but we need this deployed before we can take the next step to fix https://gitlab.com/gitlab-org/sidekiq-reliable-fetch/-/issues/28 (which changes the format and may then start triggering the bug)
