Fix bold text inconsistency in MR ⚙ menu dropdown

What does this MR do?

For #293005 (closed)

Switches an <input>/<label> pair to a GlFormCheckbox component.

Most of the changes here are to get the tests to pass, since the previous setup wasn't really mocking the actual Vuex store.
