Enable codequality_backend_comparison by default

What does this MR do?
This MR enables by default our codequality_backend_comparison
feature flag.
Why are we doing that?
After monitoring and made sure no ~performance degradation and no new ~bug where introduced since we enabled our feature flag flag last week.
We are now confident with the scalability
of our codequality feature.
