Remove autodevops popover link href props

What does this MR do?

Does half of: #320949 (closed), depends on !54005 (merged)

This change removes the drilled prop for the auto devops path http://gdk.test:3000/help/topics/autodevops/index.md. It replaces it with a help path that is generated in the frontend.

It removes some complexity from our code and expands a few specs that were missing.
