Epic boards show page

What does this MR do?

Allows a user to view a specific Epic Board belonging to a Group.

To test:

• enable feature flag epic_boards
• visit https://localhost:3000/groups/group/-/epic_boards/1 (replace group and 1 with the group path and epic board ID, respectively)

If you don't already have an epic board created, you can:

• use the GraphQL query in !52258 (merged) OR
• view the index page for your group at https://localhost:3000/groups/group/-/epic_boards for one to be created automatically.

Like issue boards, epic boards don't have an IID, just an ID. Previously visited boards aren't supported for epic boards yet.
