Support caching in development environment
What does this MR do?
Toggles controller caching on based on the rails dev:cache system. This was introduced in later versions of Rails but our dev environment file wasn't updated to handle it.
rails dev:cache creates/deletes tmp/caching-dev.txt.
This also re-enables fragment cache logging in dev to help with working on view caching. This was disabled by default after Rails 5.1 I believe.
