Enable selecting newest record for webhook tests [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR removes the integrations_test_webhook_reorder feature flag, enabling the feature of webhook test payloads using the newest records rather than the oldest records #290116 (comment 490278275) (rollout issue: #320861 (closed)).
