Update MR Approvals header to reflect the true behavior (Admin area)

What does this MR do?

Updates the descriptor for Merge Request (MR) approvals in the Admin Area.

They currently do not affect all projects, only those that have compliance frameworks assigned.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
