Geo: add extra reconfigure step in docs to enable FDW

What does this MR do?

There is one extra gitlab-ctl reconfigure required to enable FDW. The first one will provision regular postgres and is followed by a (re)start. We need an extra one to get FDW steps to run against existing, provisioned node.

omnibus-gitlab#3400 (closed) (don't close it until we have confirmation instructions lead us to working instance)
