Change nesting level for CI script keyword

What does this MR do?

related to #266173 (closed)

This is a follow up from !52104 (merged). It allows users to use !reference multiple times to better compose jobs:

.setup:
  script:
    - echo creating environment1

.teardown:
  script:
    - echo deleting environment1

.deploy:
  script:
    - !reference [.setup, script]
    - echo deploying app
    - !reference [.teardown, script]

test:
  script:
    - !reference [.deploy, script]
    - echo done
