Move workhorse test params to shared context

What does this MR do?

Moves two commonly used test variables to a shared context and refactors a variety of API request specs to use the shared context. This is a pure refactor.

Take a look at workhorse_shared_context.rb first to see the two variables being moved. The rest of the changes are just replacing copies of those variables and updating some of them to have consistent plurality in naming.
