Docs rework single issue notifications

What does this MR do?

This MR tried to create a single source of truth to prodive information about what "Notifications" toggle do on Issues/MRs/Epics. I think that it is important to do that because the Notifications toggle in question is located at the right sidebar which is supposed to contain mostly issue/mr/epic propperties. The Notifications toggle on the other hand changes user's settings. This can create misunderstandings of what the toggle really does for new GitLab users. That is why I think that it is important to make sure we have it documented and linked from other notification-related pages in the docs.

The MR also removes the "Ultimate" badge new the "Subscribe to and issue" feature. The Notifications toggle is available on every known plans that we have, including starter.

For suggestions that you are confident don't need to be reviewed, change them locally and push a commit directly to save others from unneeded reviews. For example:

  • Clear typos, like this is a typpo.
  • Minor issues, like single quotes instead of double quotes, Oxford commas, and periods.

3. Maintainer

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
