Sort milestone dropdown items by due date

What does this MR do?

Sort milestones within milestone select dropdown in following order;

1. Milestones with nearby due date
2. Milestones without due date
3. Expired milestones

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done
