MRs that modify GraphQL complexity require a changelog

What does this MR do?

Add a bit about modifying GraphQL complexity in changelog entries. Fields and types may not change but modifying complexity can make previously-working queries hit the limit, and clients need to be aware.

Conversely, decreasing complexity can make previously-too-complex queries now possible.
