Enable SSH key expiration enforcement

What does this MR do?

Note: This is not ready for merging until the flag has been rolled out on Gitlab.com. #299092 (closed)

• Removes the ff_enforce_ssh_key_expiration feature flag.
• Adds EE CHANGELOG entry
• Updates documentation to make it clear that this feature is available to all GitLab Ultimate self-managed installations.
