JIRA Integration - (FE) On the pipeline security tab's vulnerability list, create Jira issue

What does this MR do?

It adds behavior to the pipeline's security tab to create new issues in Jira when the related feature is enabled.

It will then switch the "create issue" button's tool tip to show the user that they are going to create a Jira issue and open a new tab with the provided link when the button is clicked.
