Fix project table lock leaking to other tests

What does this MR do?

Fixes a table lock that leaks to other tests. These specs would stall because the projects table is still locked:

bundle exec rspec spec/lib/gitlab/database/with_lock_retries_spec.rb spec/tasks/gitlab/pages_rake_spec.rb
