Clarify documentation for audit_json.log

What does this MR do?

This MR clarifies the documentation for the audit_json.log file:

1. Fixes the tier badge. This is a Free feature (originally introduced in gitlab-ce).
2. Restores the recently-removed note, which was originally introduced 2020-05, but with revised language that is hopefully clearer.
