Run pipeline_schedule_worker at every 10th minute from 3 through 59

What does this MR do?

Run pipeline_schedule_worker at every 10th minute from 3 through 59 to enable scheduled pipelines to run more timely and avoid current build stampede at 19 minutes past hour.

GitLab.com already runs this at */5 * * * * per https://docs.gitlab.com/ee/user/gitlab_com/#gitlab-cicd (for at least last 1.5 years) so wouldn't be affected. This also further proves this should be a safe default setting change.
