Move codequality feature flag to ci features

What does this MR do?

This MR cleans up some ~"technical debt" identified when working on our new codequality feature.

It includes the following items:

• Moves our new feature flag to a ci shared file

Why are we doing this?

As part of the ~"group::verify" we want to centralize all feature flag at the same place so it's easier to understand the lifecycle of our feature.
