Add link to our experiences with --no-tags
What does this MR do?
In gitlab-com/gl-infra/scalability#746 we learned that for our own CI pipelines on gitlab-org/gitlab, the --no-tags Git fetch option made a big difference in Gitaly server CPU utilization.
This MR adds a documentation reference to that scalability issue to our CI documentation in the section that has advice for large repositories.
