Deployment frequency graph restructuring follow-up

What does this MR do?

Performs a few follow-ups requested in !50885 (merged):

  • Extracts the static data from the component's data, moves it into a separate file (static_data.js), and references it through $options in the template.
  • Moves the data manipulation logic from the component into a util.js file
