Updated diffs notes app to use paginated notes
What does this MR do?
Removes calls to the discussions.json endpoint in the diffs notes app. Instead we always use the notes endpoint and populate the discussions state from this endpoint. The main reason for this change is that the notes endpoint has been changed so that it can now paginate whereas the discussions endpoint does not.
