Destroy On-call Rotation Mutation

What does this MR do?

This adds a mutation for destroying On-call Rotations via the GraphQL API.

Mutation:

To do this we have created:

• An Oncall::Rotations finder
• An OncallRotations::DestroyService service
• An OncallRotation::Destroy mutation
