Draft: Rename "Push Rules" to "Source Control" in Admin Area

What does this MR do?

Updates the sidebar and breadcrumb to be more generalized to Source Control, instead of Push Rules, since both Push Rules and Merge Request Approvals exist under this section. It also replaces the push-rules icon with merge.
