Redirect deprecated profile paths to scoped path

What does this MR do?

The new routes were added and began being used in !45307 (merged), but non-scoped routes still worked, too.

Now in this MR we actively redirect from the old routes.

Next is to remove the deprecated routes in 15.0 - #263366 (closed)
