Draft: Enable by default the test_failure_history flag

What does this MR do?

This is the backup plan for https://gitlab.com/gitlab-org/gitlab/-/issues/268249#note_483901196 just in case we decide to keep the flag for now but enable it by default instead of going with !51464 (merged).
