What does this MR do?

The plan for #296892 (closed) is to add housekeeping to project and group wikis. Luckily, the logic implemented for project repository housekeeping can be used for this matter because it's quite simple.

In this MR we extract the methods added in the project model to a concern in order to reuse it later in project and group wikis.
