Add route for threat monitoring alert details

What does this MR do?

Add route for threat monitoring alert details

• add route for alert details page
• show sidebar for threat monitoring on new route
• update hover styling to indicate clickability of a row
• modify alert details page to remove portions of the page not applicable to threat_monitoring
• temporarily disables the alert status change in the sidebar for the threat monitoring alert details page because threat monitoring uses different statuses in their page for alerts
