Spread CI minutes reset from 8 to 24 hours

What does this MR do?

Related to #296821 (closed)

Increase the CI minute reset window from 8 hours to 24 hours.

Previously we had increased the window from 3 to 8 hours and while we saw some improvements we decided to spread the reset even further to reduce availability costs.
